PROBLEM TO BE SOLVED: To treat waste containing fibers in order to utilize it as an useful resource without exerting an influence on the quality of a cement clinker. SOLUTION: The cement clinker is manufactured by crushing the waste 20 containing fibers into particles having the prescribe particle size by a crushing means 21 and feeding the obtained particles to at least any of the bottom part of a rotary kiln 7, a calcinator 12 and a preheater 6 of a cement firing step.
