PROBLEM TO BE SOLVED: To construct a business model for certifying any illegal dumper by a consistent intrusion automatic monitoring system and task maintenance. SOLUTION: A monitor camera (automatic tracking and picture processing technology) for sensing a vehicle and a person performing illegal dumping photographs and automatically recognizes the vehicle number and the dumper since they intrude into the gate. Then, a monitor camera set at the job site of the illegal dumping photographs and automatically recognizes the situations of the illegal dumping. Afterwards, it photographs and automatically recognizes them until they leave. Also, the pictures of the vehicle and the person are recorded with the date and time. Then, the recorded data are processed by a computer in the job site by a security company. Also, the records of the videos wirelessly transmitted to the security company are processed by a computer. The videos are converted into photographs or the like, and reported to a client on the daily basis. The video records for certifying the illegal dumper should be presented to the police as the attached document of a criminal report, and this can be led to the early solution of the arrest of a criminal.
