PROBLEM TO BE SOLVED: To obtain an activator which is stable for a long time and is used, in forming a silver mirror film on the surface of an article made of various materials, for activating the surface on which a silver mirror is formed. SOLUTION: In an acidic water solution containing a tin (II) compound and hydrogen chloride, tin (II) ion in a specified amount, based on the amount of tin (I) ion, is caused to be present.
