PROBLEM TO BE SOLVED: To provide a method of requesting the combination of two or more kinds of fuel minimizing fuel purchase cost under various restrictions when the fuel is used in a power generation plant or the like. SOLUTION: When the amount of mixture crude petroleum disbursed from a tank TK is VFm based on the amount of the generation steam demand of a boiler BO, only the amount of fuel F1 , F2 and F3 corresponding to the disbursed amount is replenished to the tank TK. When the amount is VF1 , VF2 and VF3 and the price is P1 , P2 and P3 respectively, VF1 , VF2 and VF3 are decided under the restriction conditions of the amount of SOx discharged and the temperature of the mixture crude petroleum or the like to minimize P1×VF1 +P2×VF2 +P3×VF3 in VFm=VF1 +VF2 +VF3 .
