PROBLEM TO BE SOLVED: To provide a dispersion solution of fine particles of a photocatalyst, in which fine particle powders of the photocatalyst exist in the homogeneous dispersion state, and which exhibits photocatalyst activity by irradiation with visible radiation, and a manufacturing method therefor. SOLUTION: The dispersion solution of the fine particles of the photocatalyst is composed of titanium-containing oxynitride exhibiting a catalyst function and/or a hydrophilic property by irradiation with visible radiation. A surface of the fine particles of the photocatalyst is modified by a peroxo group.
