A first image out of two images for comparing similarity is divided into small areas and then one small are is selected and similarity to the second image is calculated using a correlation method. The positional difference, the ratio of luminance and the degree of similarity are then determined in an area where the degree of similarity, i.e. the square of a correlation value, is maximized and a value based on the degree of similarity is integrated at a position represented by the positional difference and the ratio of luminance. The same processing is performed for all the small areas and its magnitude is compared with a threshold value at a position where the integrated degree of similarity has a peak value thus evaluating the similarity. A similar area can be detected by extracting small areas which have voted that peak.
