<p>PROBLEM TO BE SOLVED: To provide a coder which performs coding without detecting needless motion. SOLUTION: This image coder can reduce the power consumption and the processing time, by omitting the detection of a needless motion vector, since it decides a coding method to be applied separately for each block by detecting the error between the image constituted of a plurality of blocks and the image before the image in question separately for each block, and decides the coding methods for the residual blocks, based on the count value of the blocks where intra-coding is applied out of the blocks where the coding methods are decided.</p> |
