PROBLEM TO BE SOLVED: To provide an aperture making device and a manufacturing method in which the aperture type fluorescent lamp having a small glass bulb diameter can be manufactured in good yield and which is suitable for mass production. SOLUTION: This is a manufacturing method of an aperture type fluorescent lamp in which a fluorescent-membrane separating bite 15a of a scraper 15 having an air jet mechanism 15b is contacted to the fluorescent membrane 18a formed on the inner wall of a straight tube glass bulb 18, and moved toward the bulb axis direction, and opens the fluorescent membrane 18a corresponding to the aperture part in a certain width by the fluorescent-membrane separating bite 15a, and also blows off the dust or the like adhered to the opening part by th air jet of the air jet mechanism 15b.
