PROBLEM TO BE SOLVED: To reduce the man-hours for creating the layout diagram of a circuit including a coupler formed by arranging a main wiring and a stub wiring parallel with each other. SOLUTION: A circuit diagram editor 1902 arranges coupler symbols 100 stored in a parts symbol storage part 1904, when arranging couplers. A layout part 1935 of a layout diagram editor 1922 carries out the layout of two wiring for forming the coupler, using circuit diagram information and coupler information specifying coupler length and coupler spacing. An object extracting part 1937 of a wiring checking part 1936 extracts parts and wiring from the layout diagram and delivers them to a wiring checker 1938. At this time, the coupler is delivered as one part which cannot be disassembled any longer, to the wiring checker 1938. Consequently, the spacing of two wiring for forming the coupler is not checked.
