PROBLEM TO BE SOLVED: To prevent a packaging bag from being separated from a garbage bag when removed out of the packaging bag. SOLUTION: The garbage bag is equally divided into three pieces in the longitudinal direction, folded and rolled in order at the end on the opposite side to an opening portion into a circularly cylindrical form. The garbage bag 1 rolled into the circularly cylindrical form is inserted into the cylindrical packaging bag 9, ends 6a, 7a of strings 6, 7 protruding crosswise from the garbage bag 1 are integrally fixed to the packaging bag 9 with thermal welding 10 and the outside of a fixed portion is cut off at a cutting line 11 to form a package body. A rupture cutting line 8 is perforated in a central portion of the packaging bag for facilitating the removal of the garbage bag.
