PROBLEM TO BE SOLVED: To extend a thermo-electric conversion range. SOLUTION: A cogeneration facility having an exhaust heat recovery boiler in a gas turbine, a gas engine, and a diesel engine, and producing both power (or electricity) and heat (steam, hot water), lowers a temperature of an exhaust gas in the boiler, by jetting water or steam into the exhaust heat recovery boiler, when a demand for heat declines and excessive steam and hot water are produced.
