PROBLEM TO BE SOLVED: To provide a top tape winding reel providing ease of removal of a top tape wound by a winding reel for a surface mounting device of a printed circuit board, while coping with varying diameters of a core, by making it easier to provide a gap between the top tape and the reel through rotation, with regard to difficulty in removing the top tape that is tense due to a small gap provided by rotation between the core and the tape and a small slackening width which result from pressure winding method, although the fixed diameter of the core on which the tape is wound is made variable by rotation for the removal of the tape. SOLUTION: The frame of the top tape winding reel is fitted in place using a boss and the diameter of the winding reel is increased by the fitting of the boss. After winding has ended, the boss is removed to reduce the diameter of the winding reel and enable the top tape on the reel to be released from the core diameter. The reel diameter is increased or decreased by the attaching means of the boss.
