PROBLEM TO BE SOLVED: To provide a surface hydrophilic sheet particularly suitable for using as a base film of an adhesive sheet used at an outdoor in which a surface defect such as a crack or the like is hardly formed on a surface of a hydrophilic coating film. SOLUTION: The surface hydrophilic sheet has the support 14; and the hydrophilic coating film 12 comprising a coating film of a hydrophilizing agent closely adhered to a surface of the support 14 and the surface of the coating film is hydrophilic. The surface of the coating film is not an exposure surface exposed when the coating film 12 of the hydrophilizing agent is formed.
