PROBLEM TO BE SOLVED: To reduce the amount of calcium fluoride-containing sludge generated and to recover reusable high purity calcium fluoride as well as to efficiently treat high concentration fluorine-containing water and to obtain high quality treated water having a low concentration of fluorine. SOLUTION: Fluorine-containing water is passed through reaction towers 3-5 each packed with calcium carbonate granules, a water-soluble calcium compound is added to the water and this water is passed through a crystallization tower 8 packed with fluorine-containing seed crystals.
