PURPOSE: An improved settling tank which maximizes settling efficiency of sludge by longitudinally installing center-well mounted inside the settling tank so that raw water is flown into the center-well to a length corresponding to 1/2 or more of available height of the settling tank, and an operating method of the same are provided. CONSTITUTION: In a settling tank(1) comprising inlet pipe(7), drain part(2), sludge discharge part(6) and center-well(8), the settling tank with improved structure is characterized in that the center-well is installed vertical height of the settling tank from the bottom of the settling tank to the lower part of the center-well corresponds to 1/2 or less of available height of the settling tank, and sewage and wastewater treatment operation is performed from a time when height of accumulated layer of the sludge settled in the settling tank becomes higher than the vertical height of the settling tank after leaving alone the inflow water for a certain period of time by flowing sludge contained inflow water into the settling tank through the center-well, wherein height of the lower part of the center-well is extended to 1/3 or less of available height of the settling tank, wherein available volume of the center-well is 5.0 to 25.0% of available volume of the settling tank, wherein a certain number of rectification means are additionally installed inside the center-well, wherein a baffle is installed adjacently to an end of the inlet pipe to disperse flowing of the inflow water flown in, and wherein sludge layer height sensing device(40) connected to the sludge discharge part is installed inside the settling tank to automatically discharge sludge according to height of sludge layer.
