PURPOSE: A battery measurement apparatus and a battery measurement method are provided to achieve improved reliability and accuracy of data and stability, while reducing costs and time. CONSTITUTION: A battery measurement apparatus comprises a charge cell supply unit(80) for charging a battery cell pack; a variable electronic load(70) for permitting a virtual experiment of battery of battery cell pack or load circuit; a DMM including a voltage measurement unit(91) and a current measurement unit(92) for measuring substantial voltage and current of battery or pack, a thermistor measurement unit(93) for measuring internal temperature of battery cell, and an ID resistance measurement unit(94) for obtaining information on the model and type of the battery cell; a communication board(60) for obtaining current data of the battery; a test condition switching unit(50) for setting conditions for test; and a computer(30) serving as a controller.
