SYSTEM AND METHOD FOR CONTROLLING TRANSMISSION QUALITY FOR MOVING PICTURE COMPRESSION CODING

PROBLEM TO BE SOLVED: To attain stable moving picture/audio communication even in a transmission line whose transmission rate is varied by always supervising a state of the transmission line and conducting coding control on the basis of the result of supervision. SOLUTION: A transmitter side image encoding section 1 applies encoding control to an image on the basis of a target bit rate 6 fed back from a receiver side. For example, the image encoding section 1 changes a quantized step or changes number of skipped frames. A multiplexer section 3 multiplexes an image encoding bit stream outputted from the image encoding section 1 and an audio encoding bet stream from an audio encoding section 2, and an output buffer section 4 receiving an output from the multiplexer section 3 outputs a bit stream 5. The target bit rate 6 is calculated by the bit stream 5 received at the receiver side.
