PROBLEM TO BE SOLVED: To provide a phone network information service system capable of providing information to an unspecified number of subscribers by utilizing a telephone network. SOLUTION: The phone network information service system is configured such that an exchange 1 awaits a caller terminal signal from a caller terminal a2 with respect to a call signal from the caller terminal a2 , transmits an information signal to the caller terminal a2 in place of a call tone to be sent to the caller terminal a2 so as to discount a phone or communication rate of a subscriber of the caller terminal a2 receiving the information service by the information signal.
