PROBLEM TO BE SOLVED: To provide a liquid treatment apparatus which can carry out a suitable fractionization and electrification treatment of filth in foul water flowing through a mixer pipe according to the properties of the foul water by improving the structure of a fractionization and electrification treatment means. SOLUTION: The liquid treatment apparatus has a mixer pipe 71 which comprises a fin 75 spirally formed in a pipe 72 and magnets 92 having N and S poles and embedded in the fin 75 and an electromagnet 100 which applies a magnetic field to the magnets 92 to impart torque to the fin 75. By rotating the fin in the magnetic field applied by the electromagnet 100 to generate an electromotive force in the mixer pipe, liquid molecules and suspended matter molecules are electrically charged and arranged in lines. The magnetic filed applied by the electromagnet 100 to the magnets 92 is made reversible according to the properties of the liquid.
