PROBLEM TO BE SOLVED: To provide an impartial band calculation method capable of calculating an accurate impartial band width independently of an abort probability in use in the CSFQ (Core Stateless Fair Queuing) resulting in realize impartial band assignment to users making communication. SOLUTION: In comparison with a conventional system where a selective packet abort section adds a size of packets discriminated to be received by a buffer to a credit 2, the method of this invention calculates a value P resulting from dividing a current impartial band value by a rate written in a header of the arrived packet and adds the size of the arrived packet to the credit 2 with the probability of P.
