PROBLEM TO BE SOLVED: To provide a lamp device and a lamp that can be lighted steadily by preventing lighting out and has a long life which has an increased peak voltage at the initial stage of lighting than the lamp voltage at the stable time. SOLUTION: The lamp device has a ceramic light-emitting tube having a small diameter tube portion and comprises a lamp that satisfies the relationship of V>=0.071P-7.6 where P is the space volume (mm<3> ) inside the small diameter tube and P is the lamp power (W), and a suppressing means for suppressing the lamp voltage to the starting time.
