PROBLEM TO BE SOLVED: To provide a wireless base station by which a wireless terminal provided with a wireless interface usable only for reception can initiate processing related to a control message earlier than a conventional terminal without decreasing a transmission period of the control message. SOLUTION: The wireless base station 100, which transmits received data to the wireless terminal 200 provided with the wireless interface 201 usable only for reception and a wireless interface 202 usable for transmission and reception via the wireless interface 201, caches an agent advertisement message from a foreign agent 300, sets up a wireless link relating to the wireless interface 201 with the wireless terminal 200, and transmits the cached message to the wireless terminal 200 on behalf of the foreign agent 300 on the opportunity when the wireless base station 100 sets up the wireless link with the wireless terminal 200.
