PROBLEM TO BE SOLVED: To provide a device and method for adjusting delay time, by which a delay time can be decided easily. SOLUTION: The device is provided with a quadri-terminal network directional coupler mounted on a substrate and having a phase shifting amount of 90 deg., a first microstrip line 15 formed on the substrate in a state, where one end is used as an input terminal connected to the output terminal of the transmission line of the directional coupler, and the other end is used as a reflecting end, and a second microstrip line 10 formed on the substrate, in a state where one end is used as an input terminal connected to the output terminal of the directional coupler and the other end is used as a reflection end. The first and second microstrip lines 15 and 10 are made to have the same reflection characteristic.
