PROBLEM TO BE SOLVED: To provide an electrolytic capacitor having a low ESR characteristic. SOLUTION: The electrolytic capacitator contains a solvent having an aggregate, in which a phosphate anion is combined with a water soluable metal complex, and water as main ingredients in a capacitor element provided with an anodic foil, and a cathodic foil having a foil width of 7 mm or over, and a foil length of 250 to 400 mm. Therefore, resistance of an electrode foil and resistance of the electrolyte between electrode foils are reduced to have a low ESR characteristic, and the aggregate in which hosphate anion is combined with the water soluable metal complex holds an appropriate amount of phosphate anion in the electrolyte. Thus, the electrolytic capacitor is also satisfactory in a self life characteristic.
