PROBLEM TO BE SOLVED: To improve the probability of correctly deducing reference information on a receiver side in data transmission for performing header compression so as to suppress number of aborted packets and increase in the processing amount attended therewith. SOLUTION: When it is detected that an error exists in a received header and reference information is deduced by estimating the presence of the error in a packet reception interval, another object sequence number or more is used to restore an erroneous sequence number depending on a time required to receive a present packet after a packet is correctly received before and a packet reception interval.
