The message is received by a modem with an equalizer (11), a de-interlacer (12) and an error correcting decoder (13). An averaging circuit (14), a database (15) and control program (16) are used to determine traffic parameters and hence optimum communication speed. The transmitted message (MA) is received, after having passed through the ionosphere, in a modem which includes a signal processing card (TS) and a management card (TG) communicating with each other. The signal processing card includes an equalizer (11), a de-interlacer (12) and an error correcting decoder (13). The management card includes an averaging circuit (14), and a database (15) and program (16) to determine different traffic parameters. Information derived includes the equalization error (Ei). As a result of the quality of the transmission detected, the system is able to determine the speed at which communication is established.
