PROBLEM TO BE SOLVED: To provide a constituting method for a switch cluster by which it is possible to easily deal with unpredictable burst traffic without arranging excessive facilities more than needed in a large scale packet network. SOLUTION: The constituting method for the switch cluster to be used as a packet switch in a packet switching network, is provided with a plurality of electric switches interconnected through a first line and an optical switch for connecting the respective electric switches through a second line, and by changing over the optical switch and connecting or releasing the respective electrical switches through the second line, line capacitance between the interconnected electric switches is increased/decreased.
