PROBLEM TO BE SOLVED: To provide a phosphorus-containing flame-retardant curing agent for curing a resin and for imparting flame retardancy to the cured resin. SOLUTION: This curing agent has a specific phosphorus-containing rigid group represented by the formula (wherein R<1> and R<2> are each H or a 1-18C alkyl, 6-18C aryl, 6-18C substituted aryl, 6-18C arylmethylene, or 6-18C substituted arylmethylene group; and Ar is an optionally,substituted phenyl or phenoxy group).
