PROBLEM TO BE SOLVED: To provide a fluid heating device allowing improvement of heating efficiency and easy mounting on a vehicle and an air conditioner for the vehicle using the fluid heating device. SOLUTION: This fluid heating device 10 comprises a flow passage 12 for passing fluid at the inside, a partition wall 13 for partitioning the flow passage 12, a main body 11 having a disposing part 14 provided on the partition wall 13 and heating means (PTC heaters 16a to 16d) disposed in the disposing part 14 and heating fluid passing within the flow passage 12 via the partition wall 13. In the air conditioner using the fluid heating device 10, the fluid heating device 10 is interposed on an inflow side of a heater core 4 and a control means 12 for controlling the operation of the fluid heating device 10 is provided.
