PROBLEM TO BE SOLVED: To enable usage of directly opening and of standard Internet access method, and to attain acceleration of the speed of the access speed to an web server. SOLUTION: The system is provided with cache servers 3, each having a control means which downloads service information from a cache memory having a priority area and a non-priority area, and a center web server, and stores the information to the priority area or the non-priority area according to the priority, whereas in storing the above priority contents exceeding the priority area, sequentially deletes the priority contents with lower priorities from the priority area. The system is also provided with web clients, including a PDA or a portable telephone 9 to which, when the service information stored in the center web server 2 is downloaded, the service information is downloaded from a cache server, if the service information is stored in the cache memory of the cache server, and the service information is downloaded from the center web server, if the information is not stored in the cache memory.
