PROBLEM TO BE SOLVED: To provide a system of managing and distributing utilization right capable of making effective use of purchased commutation utilization right. SOLUTION: This system comprises selling means (13, 15) of selling the commutation utilization right, purchasing means (23, 25) of purchasing the commutation utilization right from the selling means, a managing means (16) of managing the commutation utilization right purchased by the purchasing means, and acquiring means (22, 23, 25) of having access to the commutation utilization right managed by the managing means to acquire the commutation utilization right. |
