PROBLEM TO BE SOLVED: To guarantee normal operation of a comparator circuit in a constant voltage generating circuit adopting a form comparing a reference potential with a potential of an output line by the comparator circuit. SOLUTION: This circuit is provided with a reference potential generating circuit 41 for generating constant voltage between a reference potential line and a first node 41a, a voltage shift circuit 46 for generating constant potential difference between an output line 44 and a second node 46b, a comparator circuit 42 for comparing a potential the first node 41a and a potential of the second node 46b, and a driver circuit for driving the output line 44 under control by an output of the comparator circuit 42. A capacitor element 45 for preventing oscillation is inserted between the output line 44 and the second node 46b. A voltage shift circuit 46 shifts an operation point of the comparator circuit 42 to an optimum point differing from the case in which a potential of the output line 44 is made a feedback input of the comparator circuit 42 as it is.
