PROBLEM TO BE SOLVED: To provide a data converter capable of greatly reducing a conversion processing time when diagram data such as CAD data using synthesis processing are converted into run length data and to provide a method of this converter and a program using this method. SOLUTION: In this data converter 1, a main scanning line X as a synthesis object is set, and the smallest run length data are selected in a step S254. Then, using a pattern data ON-OFF table in a step S255, a priority table in a step S258, and the highest priority degree of the priority table in a step S260, the data converter 1 sets ON-OFF determination and outputs the selected data as a change point. Subsequently, similar processing is repeated, and run length data synthesis processing of the main scanning line X is finished. The main scanning line X as the synthesis object is converted into a main scanning line X+1, and over the whole area of the imaging area, synthesis processing of the run length data is carried out.
