PROBLEM TO BE SOLVED: To provide a form processing system that can extract and use handwritten character information from image data on a form even if the form is of a different type. SOLUTION: A form processor 20 has an image reading means for reading in an image of a form with handwritten character information and a form identifier for identifying the type of the form to generate image data, a recognizing means for recognizing the form identifier, a receiving means for receiving layout information from a form server 30 according to the form identifier, a recognizing means for recognizing the handwritten character information present in the image data according to the layout information, and a transferring means for transferring the handwritten character information as data items to a DB server 40 according to the form identifier. The form server 30 has a transmitting means for transmitting the layout information corresponding to the form identifier to the form processor 20. The DB server 40 has a registering means for registering the data items transmitted from the form processor 20 in a database corresponding to the form identifier.
