PROBLEM TO BE SOLVED: To compactly constitute a guide means for a valve element drive shaft minimizing operating force and rattling with securing a sufficient water discharge quantity solving a conventional problem of largeness of a valve element housing part due to mounting of a guide member as the center shaft for oscillating and rotating a valve element drive shaft to the upper part of a valve element. SOLUTION: In a drive shaft for moving the valve element, the rotation centers in two directions of oscillating and rotating of the drive shaft are constituted only of bearings of a spherical part. In an operation part exposing outside, a guide member for guiding the drive shaft in the forward and backward moving and rotation directions is fixed and placed in the upper part of a container, and thereby a housing part of the valve element is miniaturized. Since the position where the guide member is placed is included in a space covered by an operation handle fixing part of a normal water cock, the water cock is not made large.
