PROBLEM TO BE SOLVED: To accurately adjust discharge quantity when discharging a small quantity with a simple structure and effectively prevent occurrence of vibration or a noise. SOLUTION: This device comprises a valve body 12 forming a passage F for discharging and a gate body 16 liftably supported by the valve body 12 for opening/closing the passage F by an opening/closing device. A reversed V-shaped cutout 18 is formed on a lower end part of the gate body 16 and in an early stage in opening of the valve, the passage F is opened by the cutout 18. A chamfer 20 for preventing engaging with a seal ring 14 (seal member) is formed on parts of a lower end edge of the gate body 16 other than the cutout 18.
