PROBLEM TO BE SOLVED: To reduce rotation torque of a handle by heightening a sealing performance of a ball valve and to prevent deformation of the handle when being locked and harmful effect on the sealing performance in a locking mechanism. SOLUTION: A ball valve sheet 39 is attached to a discharge side of fluid and the center of the ball valve 34 is pressed against the ball valve sheet 39 side by a coil spring 45 and a cylinder 44 for improving the sealing performance. In the locking mechanism 52, a lock female screw 54 is tapped only in the inner part of a locking screw hole 53 and a locking screw 56 races after protruding by a constant quantity and is prevented from protruding further toward the handle 46 side. A female screw 72 inside a cap screw hole 71 is a left-hand thread and a female screw 75 inside a cap screw 73 is a right-handed thread. A pitch of the female screw 75 inside the cap screw 73 is set rougher than the female screw 72 for preventing the cap screw 73 from rotating together.
