PROBLEM TO BE SOLVED: To provide a counterweight which is inexpensive, excellent in recyclability, and capable of maintaining a high specific gravity and being adopted into a so-called zero tail swing excavator. SOLUTION: In this counterweight, a cavity 16 is formed inside a cast counterweight body 15; a scrap metal 17 is infilled from an external opening 22 of the void 16; and a cover body 23 is detachably attached to the body 15, so as to close the external opening 22. The counterweight is arranged on the rear side of a machine room of construction machinery. The external opening 22 corresponds to the side of the machine room.
