PROBLEM TO BE SOLVED: To provide an aqueous coating material composition capable of forming a coating film which does not cause the generation of a crack even by thickening the film and is hard to peel from a substrate. SOLUTION: The aqueous coating material composition is constituted of photocatalytic particles, an alkali metal silicate having a ratio of SiO2 to Me2 (a molar ratio and Me being an alkali metal) of 10-160, an emulsion of a weathering resin, and an organic compound which has a boiling point of >=100 deg.C and is liquid at normal temperatures. When the ratio of SiO2 to Me2 is in a specified range, the existing ratio of the alkali metal silicate in the form of particles is increased, and by using its solution, a crack becomes hard to generate even when the film is thickened. Further, by using the organic compound which has a boiling point of >=100 deg.C and is liquid at normal temperatures, the coating film becomes hard to peel.
