PURPOSE: A CDMA communication system is provided to minimize time amount taken during a synchronous re-capture in a base station in a control only sub-state of a mobile communication system while minimizing an interrupt increase by the transmission of an up-link DPCCH channel and an interrupt increase by an up-link power control bit transmission into a downlink link. CONSTITUTION: In a CDMA communication system, a mobile station regulates and transmits an up-link dedicated control channel signal by same unit as a slot unit in a control only sub-state. A base station includes a gated transmission controller(141) which regulates and transmits a downlink dedicated control channel signal in a power control group promised with the mobile station in the control only sub-state. The gated transmission controller regulates signals of the up-link dedicated control channel depending on an up-link gated transmission pattern formed regularly within the respective frame period.
