PROBLEM TO BE SOLVED: To provide a heat insulating technique for a roof, which exhibits a sufficient heat insulating function, improves effective use of an attic space and heating-cooling effect in a habitable room, has a waterproofing function, is good in construction efficiency, and advantageous in cost. SOLUTION: The heat insulating panel 1 for the roof is formed of a single or a plurality of parallel recessed grooves 2 extending from one edge to the other edge thereof, horizontal support pieces 4, 3 arranged on right and left upper edges of the recessed grooves 2 along the same, in a manner extending outward, and a heat reflective sheet 10 stuck to an inner surface of each recessed groove 2.
