<p>PROBLEM TO BE SOLVED: To provide an image encoder for generating a reference picture map and attaching it to a code stream in order to reduce a processing amount for decoding and to provide an image decoder capable of reducing the processing amount for motion compensation prediction by utilizing a map of a predictive picture so as to relieve the processing amount of the entire decoder and capable of processing even by a more inexpensive arithmetic unit operated at a lower speed. SOLUTION: In predicting a motion, the image encoder generates a prediction map with respect to a reference picture and attaches the map to a header part of a code stream. The image decoder utilizes the prediction map, generates in advance a picture to be referenced next, and selecting the referenced picture on the basis of a motion prediction vector in motion compensation prediction to generate a prediction block.</p> |
