SOLUTION: In the manufacturing method for the optical recording medium wherein a resin layer is formed by performing an energy ray irradiation stage for curing energy ray curing resin by irradiating the resin with an energy ray after the energy ray curing resin is dropped onto a base material D to be applied thereon by a spin coating method, the range irradiated with the energy ray at a time to the energy ray curing resin applied range at the base material D is successively expanded from the inside to the outside of the applied range with multi-steps or without steps.
