An image coding apparatus (300) encodes a difference between image data (Img) representing an input image and predicted image data (Pred) representing a predicted image for the input image, thereby creating coded image data. The apparatus includes an image decoding unit (104) for decoding image data (Img) which has been coded, inter-pixel filters A and B (303, 304) for performing inter-pixel filter calculation for the decoded image data (Recon) obtained by the image decoding unit (104), switches (301, 302) for selecting one of the inter-pixel filters, and a picture prediction unit (108) for creating predicted image data (Pred) for the input image data (Img) by using as reference image data (Ref) the filtered decoded image data (FilteredImg1) obtained by the selected inter-pixel filter.
