PURPOSE: An apparatus for providing a reliable service in a TCP/IP(Transmission Control Protocol/Internet Protocol) protocol layer 2 and a method thereof are provided, which enable segmentation/reassembly appropriate to a device, and enable a reliable data communication through error control, and provides the service per port independently by constituting a master-slave logic link. CONSTITUTION: The apparatus comprises a reliable service part(10) providing a reliable service in a TCP/IP layer 2, and an unreliable data transmission part(20) which is connected to the reliable service part and performs unreliable data transmission in the TCP/IP layer 2. According to the reliable service part, a segmentation part(11) segments data to be transmitted from an upper layer so that it is transmitted in a lower layer. A transmitter part(12) stores segmented transmission data and transmits it. A poller(13) polls data stored in the transmitter part and performs polling of received data. A receiver part(14) stored data received from the poller, and a reassemble part(15) reassembles data of the receiver part to transmit it to the upper layer. And a setup part(16) is connected to the poller and registers the port and the device.
