PROBLEM TO BE SOLVED: To provide a charging system and a charging method to contents, capable of reducing feelings of unfairness and poor-buy for a user who views and listens to the contents and to provide related technology. SOLUTION: In the charging method to the contents to be distributed by streaming via a network, it is characterized that the contents are divided into a plurality of parts by time, charges are set for the respective divided parts of the contents and the charges for the contents are calculated based on the charges set for the respective divided parts of the contents. Fine charge setting according to details of the contents by every part is enabled and the user can receive the contents without feeling the unfairness. In addition, distribution of the contents is enabled at the charges which are regarded as the most appropriate for a distribution server side.
