PROBLEM TO BE SOLVED: To provide a beverage manufacturing method and a beverage manufacturing device capable of easily manufacturing a frozen beverage by effectively utilizing existing raw materials and equipment even in the case that the size of the equipment such as an automatic vending machine is limited. SOLUTION: Ice and syrup are supplied to a cup 4, the ice inside the cup 4 is crushed by a cutter of a vertically movable cutting part 5 on the basis of rotation and is mixed with the syrup and a sherbet-like frozen beverage is manufactured. Thus, without using a cooling tank or a dedicated agitating device, a palatable frozen beverage can be manufactured by utilizing the raw materials such as the ice and the syrup used for an iced beverage.
