<p>PROBLEM TO BE SOLVED: To provide a technology for supporting the planning of a measure plan for specific management innovation for each enterprise and supporting the verification of the measure. SOLUTION: A subject index-measure plan matrix Mn' specifying the relation of correspondence of a subject index vector f' to a measure plan vector x' is prepared based on a general business index vector (f) including a plurality of indexes indicating the state of the business, a general measure plan vector (x) including a plurality of measure plans indicating remedial methods used for solving problems in the general business index vector (f), and the subject index vector f' indicating a subject (step 3221). The measure plan present in the row of the matrix Mm' is extracted from the general measure plan vector (x), and a representative measure plan vector x' is selected (step 3222). A gross investment amount matrix Mi required for performing the measure plan is prepared (step 3223).
