PROBLEM TO BE SOLVED: To provide a phase shifter which enables a desired value of phase shift to be set in a high frequency circuit, using a simple configuration. SOLUTION: The phase shifter has parasitic elements, composed of a dielectric board above top ends (broad patches 12a, 12b) of a pair of striplines 11a, 11b formed with a specified gap on a circuit board 10. A tape-like conductor film 16 is provided on a part of the top face of the parasitic element. The conductor film is overlapped at both ends with the pair of patches and has a width which is narrower than the width of the patch. Moreover, a plurality of conductor films being different in length are formed. In such a configuration, the phase shift value can be changed by changing the number of the conductor films overlapped with the patches.
