PROBLEM TO BE SOLVED: To provide a means for improving the makeup sustainability of eyebrow pencils which are rich in wax, lack adherability to the skin and have poor makeup sustainability. SOLUTION: The objective base cosmetic for eyebrow pencils is characterized in comprising an acrylic resin polymer; wherein the acrylic resin polymer is preferably e.g. a (co)polymer of at least one monomer selected from acrylic acid, alkyl acrylate, acrylic alkylamide, methacrylic acid, alkyl methacrylate and methacrylic alkylamide, and especially preferably, the acrylic resin polymer is e.g. in the form of an alkyl acrylate copolymer emulsion and/or alkyl acrylate/alkyl methacrylate/methylstyrene copolymer emulsion, and a preferable optional component is e.g. 1,2-pentanediol, 1,3-butanediol, isoprene glycol, phenoxyethanol.
